Alfonso - I assume you are asking why out of state students are not being charged the same tuition. The state of Pennsylvania provides funding to Penn State that allows us to lower tuition for PA residents. This funding does not support out of state students. Penn State has frozen tuition rates for all students, including in-state and out-of-state students, University-wide for the 2020-21 academic year.
