It reads to me like the second round applies to those not allowed in the first round, so all students can benefit.

While our family world certainly be better off if they just divided it like a pizza, and while I agree that every student had some level of suffering from the pandemic, it disproportionately impacts those with greater financial need.

This is Penn State being better. Those of us better equipped financially for a pandemic also need to be better.
